Transcript New personnel fill positions Farris Block was appointed as assistant to the vice president and coordinator of development activities in October, 1974. He additionally directs the activities of the Office of Information and Publications. He has been a member of the UH staff since 1954. He holds a B.A. degree from Texas A&M University and a M.A. degree from UH. As a newspaperman Block served as editor of the Port Neches Chronicle, the Athens Daily Review, and the Midcounty Review. Dr. John Niebel was appointed special assistant to the President Hoffman in 1974. Previous to that appointment he was dean of Bates College of Law. Under his direction that institution grew in enrollment from 400 to 700 students. He served as dean for nine years. Joseph P. Kimble assumed the directorship of Traffic and Security in December, 1974. He came to UH from State University of New York (SUNY), where he headed safety and security. He has been a patrolman in S. San Francisco, a captain in the San Mateo Sheriff's Department, chief of police, San Carlos, California, and Beverly Hills, California. He holds a masters in police science from SUNY; a bachelors from the College of San Mateo and an advanced certificate from COPOST, Stale of California. University Security 295
