Transcript | blank report form approved by the National Executive Committee for three (3) successive months, and minutes of State Executive Committee Meetings regularly, may be declared unorganized by the National Executive Committee at a regular meeting of that committee after at least one month's notice has been given the State Executive Committee of the delinquent state. Sec. 7. In organized states the National Office shall transact its business with the state through the state secretary and state committee. Sec. 8. Locals in adjoining unorganized states may, with the consent of the National Executive Committee, organize a district organization, or the National Executive Committee may, wherever advisable, organize district organizations of locals in adjoining unorganized states. The National Executive Committee may dissolve such district organizations when it deems it advisable. Sec. 9. Any local organization not reporting to the State Secretary for three (3) successive months may be declared unorganized by the State Executive Committee at a regular meeting after at least one month's notice to the local secretary.
