Grey m'a dit qu'il a tele- graphie a Berlin qu'a son avis la derniere formule acceptee par le Gouvernement russe constitue la base de negociations qui pr6sente la plus de chances pour une solution pacifique du conflit. II a exprime en meme temps l'espoir qu'aucune Grande Puissance ne commencerait les hostilites avant l'examen de cette formule. (Signe) BENCKENDORFF. (Translation.) (Telegram.) Grey tells me that he has telegraphed to Berlin that in his opinion the last formula accepted by the Russian Government offers the best prospect as a basis of negotiations for a peaceful settlement of the dispute. At the same time he expressed the hope that no Great Power would open hostilities before this formula had been considered. No. 72. Le Gouvernement de la Grande-Bretagne a pose aux Gouvernements francais et alle- mand la question s'ils respec- teraient la neutrality de la Belgique. La France a repondu dans F affirmative, tandis que le Gouvernement allemand a declare ne pouvoir repondre a cette question categoriquement. (Signe) BENCKENDORFF. (Translation.) (Telegram.) The British Government has enquired of the French and German Governments whether they will respect the neutrality of Belgium. France answered in the affirmative, but the German Government stated that they could not give any definite answer to the question. |
