Or, nous n'avons commence ces derniers qu'a la suite de la mobilisation a la quelle avait deja procede FAutriche et vu Fabsence evidente chez cette derniere du desir d'accepter un mode quel- conque d'une solution pacifique de son conflit avec la Serbie. Puisque nous ne pouvons pas acceder au desir de FAllemagne, il ne nous reste que d'accelerer nos propres armements et de compter avec Finevitabilite probable de la guerre. Veuillez en avertir le Gouvernement (Translation.) (Telegram.) The German Ambassador today informed me of the decision of his Government to mobilise, if Russia did not stop her military preparations. Now, in point of fact, we only began these preparations in consequence of the mobilisation already undertaken by Austria, and owing to her evident unwillingness to accept any means of arriving at a peaceful settlement of her dispute with Servia. As wre cannot comply with the wishes of Germany, we have no alternative but to hasten on our own military preparations and to assume that war is probably inevitable.
