The communication ended with the observation that, in the opinion of Germany, this question ought to be settled between Austria and Servia direct, and that it was to the interest of the Powers to localise the affair bv leaving it to the interested parties. The Acting Head of the Political Department, who was present at the interview, asked the Ambassador whether the Austrian action should be considered as an ultimatum—in other words, whether in the event of Servia not submitting entirely to the Austrian demands, hostilities were inevitable.
