Gay Hispanics are leaving Texas for
New York and California in the wake of
difficulties caused by local employers'
paranoia regarding the Immigration
R<•form and Control Act of 1986, J.
David Zavala of Gay and Lesbian Hispanic
Unidos declared Friday, Dec. J 9.
One of the more radical issues
involved is the Dec. 18 announcement
by the Social Security Administration
that it will set up a program in January
to allow Trxas employers to check
whetht·r job applicants are illegal
aliens.

civil penalties. Employers will not be
penalized for illegal workers hired
before the law was enacted. A first
offcinsr carries a fine of $250-2000 for
each illegal alien hired. Second offense

third off<•nse is punishable by a fine of
s:moo.10,000 per illegal worker hired.

many who have lost their jobs are illegals,
some were singled out merC'ly
bt>cause of their Spanish accents or
nppearanc(', he claims.
"The law is already casting suspicion
on anyone with brown skin or an
accent," Zavala said.
In one incident, a Hispanic employee
of a Montrose fast food restaurant was
told he was being transferred to a location
near the Galleria. When the man
reported for work at the other store, he
was told that he was not hired. In
another case, a legal Houston resident
wld Zavala he was fired because of his
accent.
Paranoia and confusion over the law
is also causing a reluctance on the part
of local employers to even consider hiring
anyone with brown skin.
Being gay as well as Latin probably
makes the situation worse for an
employee or job applicant, but many
Hispanic males are able to keep their
sexuality a secret, Zavala said. Many
Mexicans and South Americans, particularly
illegals, are eloseted or bisexual
because of culture and close-quartered
living, but Salvadorans appear to he
morr libt•ral, ht' said
Although gays do not have as much
"pull" on their finances-from familie~
in the home country. for example-tht•y
tend, like most foreign workeris. to sf'nd
a ronsidnable portion of their earned
in<·ome home to parents and rdatives,

"Th(• new law will make more people
ll•ave. and ultimately will cost more Pf'O·
pie thC'ir jobs." Zavala said.
On the other hand, the fearof"getting
caught" i8 pr<'venting illegal workers
from taking fiOme jobs that are availa·
ble, Zavala reported that a local business
pt'rson told him certain jobH
usually taken by illegals were going
unfilled becau8e "no one else wants to
do that kind of work."
"People who are caught using false

jail," Zavala said.
" It adds on w the fact that these peo-pie
come to this country for the 'Great
Promise,' which just isn't there for Latinos.
It might be there for Czechoslovakian
or Russian defectors, but not for us,
America's neighbors."
The Soeinl Security telephone verifi·
cation system was criticized Friday by
Wade Henderson, an attorney for the
American Civil Ljberties Union. Hen
derson said the SSA's poor recordkeeping
could result in many people
who are legitimately entitled w work in
Texas losing their jobs. Social Security
Commissioner Dorcas Hardy admitted
at a press conference announcing the
new program that there were "discrepancies"
in the administration's earn
ings records.
A short course will be held at Rice
University Jan. 19 to explain the new
immigration Jaw and its provisions.
Immigration lawyers and officials of
the U.S. Immigration and Naturaliza·
tion Service will be on hand to answer
employers' questions regarding inter·
pretntion nnd enforrc·ment of the new
law, and how to comply with it.

country music. A donation of $5 in advance or $7 at the door gains admission. beer and

Proceeds from this year's ba1lew111 help finance a vigorous campaign to promote Spanish
language AIDS nsk reduction workshops GLHU. with material provided by the AIDS
Foundation Houston. Inc. and the Montrose Counselmg Center. will present a workshop
once a month begmning in February at the Dignity Center The workshops have been
successful m the English speaking community and the group hopes to get the same
response from the Spanish speaking community

3300 Montrose Boulevard for their generosity. compassion. and community spmt
In late Septembec I happened to be m Walgreens pharmacy on Montrose. I noticed
several people wa1t1ng for prescriptions whom I recognized as clients of the AIDS Foundation
Houston It occurred to me that, given that a number of drug stores offer discounts to
select groups- senior citizens. etc. - and given that a large percentage of the patrons of
that Walgreens 1s gay, and given the quantity of prescnpt1ons and the staggenng expense
of many AIDS medications, Walgreens might consider offering a discount to persons with
AIDSIARC
I approached Walgreens with the idea and went through their chem of command. I was
finally told that Walgreens was a conservative company and was not rnterested m my
proposal
l next went to Kroger and made the same proposal to Mr Tom Schnoor, the pharmacy
manager Mr. Schnoor could not have been more helpful. First. he agreed to give all chents
of AFH a 10 percent discount over and above any discount coupons offered by the
pharmacy itself In addition, he put me in touch with a generic drug company which 1s now
donatmg vitamins and other generic drugs to the AFH Food Bank
Lastly, he introduced me to Mr Marty Payne. the store manager. and this resulted ma
sizable weekly donation to our food bank In drscussmg this with our volunteer director. I
was informed that another Kroger store (on Braeswood) furnishes food trays for our AFH
tra1nmg weekends
I would like to commend the Kroger organization on behalf of the AIDS Foundation
Houston and our clients I would also urge the gay community to express tis gratitude both
verbally and with its patronage

The Innocent Bystander

son. Mordrtod, when I scratched Double·
Ilourhon Cream Balls off my family's
Chrislmai-; shopping list.
"I take that as a
high compliment,
Mordred ," I said
with dignity, ·'for
Ebenezer Scrooge
was a kindly. genf"rous

deeply concerned
with the welfare of
his employft-'h. Or
perhaps you don't
know the plot of 'A
Christmas CaroJ'"P'
It OJ>E'ns cl began~ with Snocge being
visited in his bed by theGhostofChrist·
mas Past The gho!-Ot whisks him to thP
modest home of Roh Cratch it. The Crat·
rhit.s are just sitting down to their simpif'
Christmas dinner. a small howl of
lo-cal. sodium-free, fiber-rich, whole·
grain gruel.
Cratch it is into marathons. Mrs. Cratchit,
a perfect size six, picks up a little
extra money posing for "After" ads in
Weight Watchers Magazine. As for Tiny
Tim (so-called because of his waist mea·
suremenU, you never saw a happier,
healthier child.
.. Ah," sighs Scrooge. "what glorious
times!"
But his pleasure is short·lived. The
Gh08t of Christmas Present returns him
to the Cratchit home. The scene is as
before. but there is a knock on the door.
It is Scrooge himself. And what is he
carrying? A huge, fatty roast turkey
stuffM with oyster dre~sing and sla
thered with giblet gravy
He is greeted with gleesome cnes of
"Merry Christmas~" Soon al1 are swil·
ling down egg nogs and gorging on a
chocolate·marshmellow yule Jog
"Have another Double·Bourbon
Cream Ball," Scrooge inveigles Tiny
Tim. And the poor lad forces it down, a
pimple popping out on his forehead .
In his sleep, Scrooge was filled with
unease. Sure enough, when the Ghost of
Christmas Future took him back to the
CratchiL<i' home, a sad scene met his
eyes. The sc·ale in the comer was now
covered with cobwebs. A bloated mou!;e
staggered from il" hole and keeled over
in some sort of fit.
Poor Bob Cratchit had dropped dead
the year ht-fore at age 43 of arteriosdero·
sis. Poor Mrs. Crate hit, wearing a muu·
muu. waR tearfully reading an offer to
appear in a 'Before" ad . And poor little
Fatty Tim had been sent to the Rodney
Dangerfield Home for Overweight
Underachievers.
Scrooge awoke homfied, penitent and
suffering from heartburn. He purchased
a lean, range·fed. skinless turkey with
none of the trimmings and two pounds
of carrot sticks. Rushing to the Cratchit
house, he found the little family about to
consume goose in butterfat gravy, a hot
mayonnaise loaf. Hard Sauce Sui-prise
and two dozen Double-Bourbon Cream
Balls.
Rut once he had lectured them on the
effects of low-density lipoproteins on
the cardiovascular system, they gladly
renounced stuffed goose and Double·
Bourbon Cream Balls forever.

'Nutcracker,' Not Just for the Kids Live

Although The Nutcracker, (at Jones
Hall) is a classic created for chi ldren,
it's maybe even better entertainment for
adults.
Little Clara has a hyper brother who
continually disrupts the family Christ·
mas party. Her uncle, the magician,
smoothes things over.
Latc>r Clara has a magical dream. At
first h<•r excitement over Christmas and
tension from her pugnacious brother
cauS<• her to sleep fitfully. She dreams
about a war between the mice and the
toy soldiers, h.·d by her own nutcracker.
At a nucial moment she saves his lifC'.
In gratitude, he takes her on an
enchanted journey into fairyland-to
meet his girlfriends. As she falls deeper
and deeper asleep, she progressively
takes on a much less active role. The
handsome nutcracker disappears for a
long time with the Sugar Plum Fairypresumbably
to discuss adult matters.
They leave her with the court of enter·
tainrrs, who keep her (and us) very well
amused
Finally, just before dawn when she
must awaken, the two return and show
her how beautiful love can be. It'sgrartd
pas de deux.
&·n Sh·vt·nson's staging pays much
morr ntt<·ntion to the story than several
others I'vt• seen. Clara acts like a real

Nutcracker''
Kenneth McCombie as the Nutcracker Prince and Mary McKendry as the
Sugar Plum Fairy in Houston Ballet's production of "The Nutcracker"
little girl. When the dancmg becomes
infectious-li ke with the snowflakes
and the flowers-she jumps up and
joins m. She's usually blocked from the
nutcracker by a bevy of dancing girls. I
don't think he ever actually dances with
her. Ah, the frustrations of the young!
Stevenson al.so has a sparkling sense
of humor. There are funny touches all
the way through . These jokes must be
seen to be appreciated..
Need I say a nything about the s uperb
grace with which these dancers move?
They make the impossible look so easy
and so stunning.
Ballet forces its own res}X'Ct. All of us
would love to be able to move likethatwith
our perfect bodies effortlessly
breaking the law of gravity. Unlike acting,
most people are smart enough to
know that thev could never do it them·
selves. Self-ce~tered people might feel
inferior and not like it. Childlike, the
rest of us are held in awe. Unlike children,
we can, if we wish , see not only the
sheer loveliness. We can imagine the

Why Foreign Affairs Have
Broken So Many Presidents

Why is it that so many presidents this
century have come to grief over foreign
affairs? The answer ultimately lies in
beliefs on war and peace which split the
country more passionately than any
domestic issues.
Woodrow Wilson's presidency and
health were shattered by the fury
aroused by his founding of the peace·
keeptnK League of Nations. Harry Tru·
man was politically paralyzed during
the Korean war when hawks wouldn't
Jet him ~ett]eand do .... ·es wouldn't let him
win Eisenhower settled that war and
improved relations with the Russians,
but pacified the hawks by ferocious hostility
towards "Red China."
Kennedv came into office as a hawk·
turned-do~e in relations with the Russ1a
ns, hut then deepened U.S.
involvement in Vietnam to the point of
war ,John.!'on went over the brink. yet
made U.R. Russian relations into
almost a collaborat1ve venture.
Kennedv was assassinated and John·
son ca~celed his bid for second term
because of Vietnam.
Nixon became a dove on Russia and
China. but showed his hawkish side in
the ferocious bombing of Indochina and
in abetting the overthrow of Chile's
Allende.
Dove and hawk issues fueled Watergate.
Carter was frozen into inaction
over the Iran hostage crisis by hawk
anger and dove fears That cost him his
second term
Hawk and dove are words that sur
fa<·ed during the Vietnam war. Yet their
political meaning g-oes much deeper
than just views on the use of force.
Hawks. whether conservative or liberal,
believe t-vil is rampant in the world and
that nations. like individuals. must
alwavs keep themselves armed and vig
ilant~ Dove8 believe that peace is the
natural human condition, and that
wars. crime and violence are aberra
lions. Doves believe in talking and ne·
gotiating
All of these presidents have felt haw·
kish and dovish passions pounding in
on them, and all made secret and
devious moves to advance the pressing
issues of foreign affairs, which in the
end backfired on them
Now it may be Ronald Reagan's turn.
For six years his odd mix of hawk and
dove gained him popularity. Heendlessley
orated as hawk, yet his kindly
nature bespoke a dovish disposition. He
blasted the Russians, but bit by bit
moved into serious negotiations with
them. He relentlessly tore into terror·
ism, but pulh_-d theMarinesoutofBeirut
after they suffered a bloody terrorh;t
attack. He has made no secret of his
desire to overthrow theSandinistas. hut
so far has heen cautious in directly striking
Nicaragua.
It seems as if Reagan had been pursu·
ing a cJever zigzag strategy to satisfy
both hawk and dove passions. If the
doves got better relations with the Russians,
the hawks got "Star Wars" and
aid for the contras. If the secret opening
to I ran pleased conservatives worried
about oil, Israeli involvement pleased
liberal hawks on Israel.
But the zigzag strategy has now collided
with passions on both sides of the
political spectrum. The secret Iran arms
deals have angPred hawks, who believe
that Khomeini. the PLO, and much of
the Arab world are rank evil. And revelations
about the contra link have infuriated
doves who are angered by
Reagan's passionate desire to destroy
the Sandinistas.
These same passions were smoldering
earlier, but the strategy worked to
keep the fires low. So long as small steps
were taken to produce small "faits
accomphs" in foreign affairs, the passions
were not unduly aroused. But of
late, it seemed to many hawks and
doves as if Reagan was about to take
somt> big filepH
Reagan had evidently made some
extraordinarily dovish proposals on
nurlear arm.H control at Rejkjavik. The
administration was secretly backing a
Saudi-Iranian rapprochement which
would radically change the balance of
power in the Middle East and raise the
world price of oil. And it may have been
positioning itself for an assault against
Nicaragua
In this supercharged atmosphere, it
needed only the revelations of a minor
Lebanese newspaper to set off the Irangate
explosion.

Nativity Scene
Sunday night closed the Living Nntiv·
ity Scene with the largt:'sl number of
Steve Shimer 's house wins Best
Traditional Lighting for a house
presented Food for the Needy and Toys
for Tots. Thanks to everyone who
helped with this event.
o Dickens on the Brazos
Charles Dickens may have been very
shocked to see the salute to Victorian
England at the Brazos River Bottom's
Dickens on the Brazos! There,
~fore the eyes of everyone. I caught the
likeness of Santa Claus dancing with
Scrooge! So, this must have been after
the visit of the Ghost of Christmas
Future! Many oftheColt45'sappeared
tn propC"r Victorian costumes. However,
I don't know if cowboy boots made a
fashion statement in 19th century England.
Birthday celebrations were also a
part of the evC'ning. Alan Pierce. disguised
as Scrooge, and Tom of The
Back Pocket both added one more
notch The music, provided by the Mont·
rose Symphonic and Brazos River
bands, wns festive. Even Dm1id Ro)'al·

have won a costume award for her get
up. Crowds came and built up the
attendance to full capacity.
o TLC Party
It was a gathering of the mystic and
magical people from The Texas Renaissance
Festival at TLC, the Annex,
Saturday night. An after-the-holidays
gel together was planned. The little
shop nowed with good wishes, fine
thoughts and beautiful ideas. This gath·
ering was a special Christmas present
from 81// and Gary, shop owners, for all
their friends and especially for the peo·
ple they worked with at the Renaissance
Festival. The excitement affected Buster
andBitte who rushed to nearby kennels
to invite their nearest and dearest
to come join the festivities.
Also on Saturday, Ron Sioux was
stealing the show at the Lazy J with his
usual great performance.
Roxanne, who lives at A Place in the
Sun, vieu·ed every performance of the
living Nativity Scene u·ith u·onder

Christmas diners and even overnight
lodging for the folks without families. I
suggl•st you try and take the Christmas
spirit from strangers who wish you well
