The delay seems to have been occasioned by insufficient postage. I have forwarded your letter and photograph to Mr. J. E. Westberry, Assistant Registrar of Texas Southern University, Houston, Texas. He and I have discussed by telephone your problem. He thinks it is possible that his university or the University of Texas, Austin, Texas, may be able to find means of assisting you.
