Vice-President date January 9, 1956 SUBJECT A Mr. Mangum of the faculty of the Dept. of Communications of Texas Southern University has requested permission to enroll for graduate work in this department. Mr. Mangum is apparently academically qualified for such enrollment and possesses an attractive personality and appearance. I told Mr. Mangum that I doubted that he could be enrolled but that I would pass his request on to the policy-making officials of the university. I have had no word as to whether recent legal developments have affected previous policy adhered to by the university. Would you advise me on this? ohn C. SchwarzwaIder
