Ray Sims January 18, 1962 Request for Clarification of University Policy This memorandum is being sent at your suggestion and contains certain basic information which you requested, in order to present to the Board of Regents. 1. The University of Houston has received four grants from the National Science Foundation to conduct Summer Institutes for Technical Institute and Junior College Faculty members. The fourth of these Institutes is to be conducted during the Summer of 1962. 2. In the past three summers a few applications from negroes have been received. However, in all instances the selection committee was able to eliminate these applicants for reasons other than color. No embarrassing occurrences have arisen as a result of not having selected negro applicants in the past. 3. We have received a request for an application form from a faculty member at Texas Southern University who teaches in their technical program; and, as far as we can determine from the nature of his assignment, would be qualified to attend. He has not as yet filed his formal application with Mr. Curry, so his additional qualifications cannot yet be evaluated. In all probability we will receive additional applications from negroes. 4. The publication, a "Guide for 1962 Summer Institute Directors" makes no statement concerning the practice of segregation in National Science Foundation supported institutes. However, at a meeting of Institute Directors, held in Chicago on December 8th and 9th, Dr. William E. Morrell, NSF Program Director for Summer Institutes, stated that proposals for grants to support institutes in 1963 may need to certify that participation in the proposed programs will not be restricted on the basis of race or color. He further stated that a policy of non-discrimination in 1962 would aid in receiving National Science Foundation consideration of future proposals and that NSF would like to be informed of any progress made in this regard. |
