Starkey agrees to work on the poor conditions of the streets surrounding the Houston Negro Hospital as well as to fill in the mudholes in the hospital property. Mr. S. A. Starkey praises the Houston Negro Hospital for being the first independent African American hospital and vows he will always be willing to work for the improvement of such an institution. |
