Transcript Section 1, Page 3 Saturday, March 27, 1982 Houston Chronicle Bay NOW chapter challenging mail's denial of its request The American Civil Liberties Union, in a lawsuit filed Friday for a local chapter of the National Organization for Women, is challenging Baybrook Mall officials' refusal to allow the group on its property to collect signatures for an Equal Rights Amendment petition. The state district court suit says the Bay Area chapter of NOW wanted to get signatures for a petition to President Reagan when it asked Baybrook manager Thomas Heyse in a letter Feb. 16 for permission to canvass the mall. In a March 2 letter, Heyse said policy forbids activity not directly related to the promotion of sales, which the NOW group translated as a rejection of their request, the suit said. | Texas and 34 other states have ratified the amendment, which would ban discrimination based on sex, but three more are needed before the June 30 deadline.
