Transcript C. A quorum shall be one-third (1/3) of the duly registered Texas N.O.W. members. Voting and discussion in plenary sessions shall be limited to duly registered N.O.W. members in attendance. VI. STATE COUNCIL: Tho State Council shall implement policy Get at the State Convention, shall manage the funds and control the property of Texas N.O.W., shall facilitate action of Texas N.O.W. between conventions, and shall at least si::ty (60) days before the State convention draw the gecgrapMc boundaries of the areas from which State Membership Coordinators are elected and which they serve. A. Tha State Council shall meet at least once every three (3) months at the call of the State Coordinator, or at the call of no fawer than twenty per • cent (20%) of the State Council members. Members of the State Council shall be notified of the time, place and date of the meetings at least three (3) weeks in advance of the meetings. D. A quoriim of the State Council shall consist of one-third (1/3) of the State Council membership. C. The State Coordinator votes only in the event of a tie* D. Meetings of the State Council shall be open ta all N.O.W. members. E. The Stats Council shall function according to the following guidelines: 1. The State Council shall not duplicate the functions of the chapters or convening chapters; 2. The State Council may recommend state-wide actions. Participations in such actions are at the discretion of the chapters and convening chapters; and 3. The State Council shall take no action that is inconsistent with or which modifies the policy of the State Convention or the purpose of Texas N.O.W.
