Transcript COMMITTEES SCHEDULE MEETINGS, REPORT ON ACTIVITIES Equal Rights, Employment, & Compensation: Meeting scheduled for 7 p.m. June 27 in the HTA building before the regular HCWPC meeting. Lobbying & Candidate Rating: Meeting scheduled for 7:30 p.m. June 18 at HCCAA headquarters, 6300 Bowling Green. Delegate Kathy Whitmire reports that the committee is trying to influence the City Council decision as to who gets the Houston cable TV franchise and the extent of public access time required in the franchise, in view of the significant communications opportunities for organizations like HCWPC. The Committee organised the Citizeis Cable TV Coalition, now including representatives of 16 organizations, which has made two presentations before City Council; it is now collecting petition signatures to require a citizens vote on the franchise award. Help from all HCWPC members is needed. Plans also call for contacting candidates in the upcoming School Board and City Council elections to question them about women's issues. Development of Human Potential: Arranged for Linda Bowen to present a resolution on how welfare is handled in Texas, in particular, the way a ceiling is placed on the welfare program. The resolution deplored the fact that welfare recipients receive only 3/4 of what the state has established as their minimum needs and called for the new constitution to be written to protect the minimum needs of people on welfare. Linda appeared before the Constitutional Revision Committee when it met in Houton. In addition, Kathy Whitmire appeared with two resolutions: (1) calling for annual legislative sessions and legislative pay increases; (2) calling for the new constitution to provide for Amendment 7 as passed in Nov. protecting women's rights. The Committee also set as its first priority the establishment of an Office of Women's Affairs, subject of a HCWPC resolution. The resolution will be presented to the City Council with media coverage; attempts will be made to get Council committments to support the establishment of such an office, and committments from candidates for Council. Petitions are being considered. Plans are being made to form a coalition with other interested groups. Sexuality & Reproduction: The Committee plans action to correct the existing situation in the maternity section of Jeff Davis Hospital which enforces separation of mother and newborn until time of dismissal. Actions being considared include a resolution condemning the situation and supporting any efforts to improve it and cooperative efforts with other groups. As a long-range goal, the Committee wants to establish a Rape Center to provide help and counseling to rape victims; volunteers are needed for this project. Susan Heavey is handling the Jeff Davis project; Sharon Moline-Vincent is investigating the Rape Center project. Carolyn Nichols has copies of the Supreme Court's ruling on abortion for members to borrow and return. Membership: The Committee is forming a speaker's bureau to carry the HCWPC message to other women's groups and producing a membership brochure to broaden the scope of the Caucus. Members of the Caucus are asked to recommend potential members or interested women on the blank in this newsletter. Information: The Committee is gathering information for the monthly newsletter and handling the logistics of mailing it. It is helping the Membership Committee establish a vertical resource file on women's issues; helping research the Jeff Davis maternity project; compiling information on Harris County legislators' records on women's issues; and researching rape incidences.
