OTHER DEVELOPMENTS IN CONGRESS On June 25 the House passed a measure which takes important steps toward making polling and registration places more ac- cosible to the elderly and handicapped. The EQUAL ACCESS TO VOTING ACT, H.R. 1250/3. 1676, requires that jurisdictions provide voting aids for those with hearing and vision impairments, and make a "reasonable" number of facilities easily available to the disabled. Over 36 million citizens currently face serious barriers when they try to exercise their right to vote. The Senate might act on its version of the bill before it recesses for the Republican convention in August.
