Transcript | i bonds of the id i i- sinking fund shall be devoted to • pn s act shall be deemed a public act, and judicial notice shall be taken thereof in all courts. No general law hereafter passed by the Legislature of the State shall be held to repeal any power herein granted, or which is now vested in the corporation of Houston, unless the act conferring such power be specially referred to in such repealing act. Sec. 43. Whereas, there are no adequate laws in force providing for the paving, improving and repairing of the streets and sidewalks of the City of Houston, there exists an imperative public necessity for suspending the constitutional rule requiring bills to be read on three several days, and an emergency exists which requires this act to take effect from and after its passage, and it is so enacted. |
