The Health Inspector shall be under the control r and Hospital Committee, and shall have the right arge of duty to enter upon any premises between sunset for the inspection of the same and may or- mval of any nuisance or any substance likely in ■ o create a nuisance or to be injurious to the public health, but in any event application shall be by him first made to the owner or occupant of the premises for permission to enter and make such inspection; and he may be required to do and perform such other duties as may be lawfully prescribed by the City Council. Sec. 25. The Chief of the Fire Department shall have charge of the fire department of the city, including the men, horses, apparatus and houses, under the control of the Mayor and the Fire Committee of the City Council and under such regulations as may be established by ordinance. He shall make a monthly report to the City Council and annually shall prepare for publication in book form a full report of the operations of the fire department for the year, and may at any meeting of the Council make such suggestions with reference to the affairs of his department as in his opinion will enhance its efficiency; and he shall have the power, under direction of the City Council, to remove any structure which may be a menace to adjacent property. He shall do and perform such other acts as he may be lawfully directed to do by the City Council. Sec. 20. That Hie tenure of service of all members now serving in the fire department of the City of Houston, including officers and men alike, shall continue during efficient service and good behavior: and no member of the fire department shall be discharged from the service unless he shall be proven to have been guilty of an offense the gravity of which would call for such discharge', and in any event he shall have the right of .appeal to the City Council, but shall stand suspended pending the decision of such appeal, and in case the elnrges are not sustained shall be entitled to pay from the date of his
