Transcript 14 Sec. 18. That the collect all licenses a Council, and sha on the Saturda, all pa Assessor and Collector shall assess and id 1axes levied and imposed by the City y (he same over to the Treasurer weekly, ■h week, taking duplicate receipts there for, one of which he shall retain, and the other he shall r to the Council, with his report in detail, showing the several amounts received and by whom paid, which report shall be made to the first meeting oi the Council in each month. He shall be governed by the rules and regulations hereinafter prescribed in refill ion to the assesment and collection of licenses and taxes imposed by the City Council, and shall do and perform such other acts and duties concerning the administration of his office as may be prescribed by the City Council, and shall receive such compensation as the City Council may fix. Sec. 19. The Street Commissioner shall have the oversight of and shall personally supervise the work of the men employed for work on streets and bridges, and when he may deem ex pedient shall make such suggestions to the Mayor and the Street and Bridge Committee as will facilitate the work of the street and bridge forces, but shall have no power to contract any indebtedness on the part of the city for labor or for materia) unless en the order of the Mayor and Street and Bridge Con.mitre", and shall be under the control Of the Mayor and Street and Bridge Committee as to work to be performed and the manner of doing same. He shall correctly keep the time of men and teams employed and make report of the same weekly to the Mayor, duly certified, and shall also keep correct account of fools and material used in his work and make monthly report at the first regular meeting in each month to the City Council, showing the amount of work performed, the itemised cost of same and the tools and material on hand on the last day of each month and the cost of labor and teams for said month. He shall be required to take the oath of office of his office as may be prescribed by the City Council, and shall receive such compensation as the Council may fix. Sec. 20. The City Engineer shall be a professional civil engineer. He shall, before entering upon the duties of his office, execule a bond, payable to the City of Houston, with two
