Transcript From: José Joaquin de Herrera To: The Inhabitants of Mexico Date: September 6, 1847 [Page 1] José Joaquin de Herrera, General of the Division, Commander in Chief of Mexico and Commanding Officer of the garrison at the capital. His Excellency, the Minister of War, on today's date, has declared the following. "His Excellency, the President pro tempore and General in Chief of the Army, commands that, immediately upon receipt of this supreme order, Sir, you proclaim that, as the invading enemy seems to have broken the armistice, according to what we have been able to observe from their artillery troop movements and other preparations for war, women, children and foreigners, excepting those citizens and people^ whose duty it is to contribute to the approaching defense of this capital, may leave without passports by any of the check points not closed by the troops of the United States. Sir, I hereby inform you so that you may execute this highest order." I have ordered that this command be proclaimed so that all may know of it, circulating and posting it in the customary places. , Delivered at General Headquarters in Mexico City, 6 of September, 1847.
