Transcript I am compelled to sa\ thai in my view any such compromise would be fundamentally wrong. We all know the valuable function of compromise in our national life. Bul 1 ompromise musl nol l.e reached eil tin* expense of beclouding our Constitution eunl conceivably even jeopardizing our national security. If compromise is needed to preserve the unity of any peirlv. let that compromise be at the expense of some lesser object than the Constitution of the United Slates, the basic charter of our liberties, the bedrock of our institutions. AN ALTERNATIVE IN KEFAUVER RESOLUTION I do nol w ish in appear to be againsl everything. I think there is a constructive alternative pending before us. The substitute measure proposed b) the senior senator from Tennessee and cosponsored b\ eleven other senators, including myself, offers, in m\ opinion, lhe mosl appropriate disposition of the issues which have been raised by Senate Joinl Resolution I. The Kefauver resolution provides, first of all. lor lln' presence of a quorum in the Senate, and a record "f the yeas eiml nays, upon ihe ratification of eill treeitics. It applies the same safeguard to both house's of the Conines- whenever ;i constitutional amendmenl is to be submitted lo lhe state-. This provision was originally, 1 am proud to say, my proposal. I introduced il on July 18 last year [1953] as a "ingle- resolution to amend the rules. Since then ii Im- been agreed to in principle by eill groups in lhe Senate and in the country. It i- reflected in tin- Know- leilnl proposal as we'll eis ill oilier- peud ing before u-. In mj proposal emd in •lie Kefauver resolution, all this would he accomplished, not by cluttering up |he Constitution, but by simply amending the internal rules of the Senate and 'he House of Representatives. It is because these things are so—not because they are not so— that there is no need or basis for a constitutional amendment. AMENDMENT EVIDENCES EXTREMIST THINKING The hitler dispute over the treat) power seems to me in large measure symptomatic of the tensions of the world in which we live. Al one end are those who would subvert our freedoms and our national security in the interests of the Soviet Union. At the other end are those who in the name of national security eire apparently willing to throw overboard the essence of American liberty. In the middle of the bewildering crossfire from these two extremes, the rest of us are seriously trying to work out the safe course to both security and freedom. The dispute over tbe treaty power has provided a parallel situation. To a large extent ihis dispute was touched off by a few ill-considered opinions of inferior courts and a few poorly rcas d law- review article's containing statements which have been described to me .i- being fallacious almosl to tin- point of irresponsibility. These opinions and articles were the product of extremis! thinking, bcnl upon a quixotic pell-mell rush into all-oul world government. The fallen cies of those statements, and the lack of authority for them, are obvious upon calm analysis. But at lhe other extreme the ostrich isolationist element in our country seized upon these statements and brandished them ets hobgoblins to frighten the American people. "Wake up, Vmerica," they cried. "Get the United Stales of America out of the UN. Coi the UN out of the United Sleile- of America." In between these extremes stand the greal majority of the American people, devoted as ever to our American Ireuli- lions. The Kefauver substitute joint resolu in.n gives no ground to either extreme. li reaffirms the determination of the American people lo work mil their salvation within iln- time-tested framework of eun ( on-tiiiiiiieii ei- ii -I.mil- ioelei\ and as it will.
