Transcript organization, hut the governmenl can lake it over in a very short lime: thus lhe political conflict is sharper than the competition of economic systems. It is because of the relative rapidity of action at this level that the ancient aphorism, "Eternal vigilance is the price of liberty," is so true. The events of one political convention may determine the life of a nation (which means most of thc people in tbe nation I for years. ♦ 4. Jusl as the political conflict is sharper than the economic, so the conflict on the fourth level, the mililarv. is sharper still. The military conflict is of course inextricably related lo the political (as that in turn is to the economic) hut is distinguished frnm il by lhe facl lhal it may result in great and sudden loss of life and physical destruction. While changes in a political administration mav change the character of national life, a sufficiently drastic mililarv defeat will end the national life altogether. This soil of thing has of course happened many limes in history. The new feature of thc present situation is that (1) lhe Communists control powerful national military organizations in liussia and China and have infiltrated military organizations in other nations of the world, including our own. and 121 nuclear weapons and their methods of delivery have been developed to the point where a knockout blow is theoretically deliverable Overnight; therefore the United States is. for tbe firsl lime m ils history, a potential victim of a blitzkrieg. TO SI MMAHIZf'.: The preceding four levels of conflict ■in- related in lhat 111 on a scale of enduring importance, the religious is primary and the others depend on it. but (2) on a scale of urgency the military is primary and there will be no time or opportunity lu vvnrk on problems al the other three levels if we elet unl somehow meet the mililarv problem. ORGANIZATIONS WHERE THE CONFLICT GOES ON »1. The two organizations primarily engaged in military Conflict arc of course the I nited Slales and lhe Soviel Union. '"■cause' the Soviel 1 nion has never 1 n particularly sue- "'ssful in conventional warfare, while' em the other hand il Das been astoundingly successful in the warfare of infiltration and subversion, lhe military conflict is going on mosl S|gnifieanlly inside lln- United States. Because the United States has. quite correctly, based its over-all strategy to such a large extent on ihe use of ainmic bombs hy its Strategic M' Command, therefore our defense is crucially dependent "" lln- internal security of SAC and M'.C. The same principle applies, of course, in a slightly lesser degree In all oilier components of our over-all miliietry establishment. * 2. lhe totalitarian powers Fascist, Nazi, eunl Communisl have demonstrated the importance uf propaganda. Psycho- '.-i'eil influence' is exerted through all kinds of communica- '"'iis media on the population- first of the' home state, second J" allies, neutrals, and enemies. Jusl as the mosl acute danger Imaginable to the I nited Slates would be the successful "•filtration eiml subversion of the armed services and the *">mic energy project, the next mosl acute danger would "' the infiltration and control of press ami periodicals, radio •'ml television.
