Don LeGrand Early in the fall semester, a discussion took place before the Student Publications Committee about publishing a cartoon that depicted College Republicans standing in front of what appeared to be a swastika. In response to the publication, The College Republicans contacted local papers and television stations to complain about the cartoon, threatening a possible libel suit. The cartoonist, Brian Minton, presented his case during an SPC meeting which the College Republicans declined to attend. Situations like this are times when the SPC provided an invaluable service to The Daily Cougar and the Houstonian. "The committee doesn't necessarily come up with a solution, but instead gives suggestions," said Director of Student Publications Richard Cigler. The SPC was established by the University of Houston to formulate, implement and supervise general policies as related to student publications. The committee consists of students, faculty, staff and two appointed professionals from the journalism community. "Student editors from the Houstonian and The Daily Cougar can go (to meetings) and bounce ideas off professionals and faculty and benefit from their experiences in the field," said Vice Chair Lisa Chmiola. Advertising Manager Loida Casares agreed, saying, "I think the SPC is great because it provides a day when all the problems with the paper and yearbook can be put on the table." The SPC stipulates that applicants for The Daily Cougar and the Houstonian editor in chief positions must meet grade, course and enrollment requirements. Then they must appear before the committee and answer any questions the committee members present concerning ideas on how he or she will run the publication if elected by the members.
