DEPARTMENT OF STATE WASHINGTON In reply refer to RA 811.4016/303 February 2. 1943 My dear Mr. Perales: I acknowledge the receipt of your letter of January 26, 1943, transmitting a copy of House Bill no. 68 which you state is now before the Texas Legislature, and requesting me to express my opinion thereon for circulation among the members of that oody. As you are aware, I am sincerely interested in the development of understanding and mutual appreciation between our citizens of varying racial backgrounds, and I have actively encouraged a number of measures to this end for the special benefit of citizens and residents from the other American republics.
