Tarrant, Commander Scoutinh Force, has had a record of outstand­ing progress and achievment. Ad­miral Tarrant vias born fifty- eight years ago, 28 July, 1878, in Missis, i­ppi. lIe received his appointment to the :: tval Academy from Texas and entered the Naval Academy, Septem­ber, 1894.
