Horton 936 Dunbar Avenue Port Arthur, Texas Dear Mrs. Horton: Your letter of April 2nd to Dr. McNeill has been referred to me for reply. I regret to inform you that the University has not yet desegregated. This is a matter currently under study by our Board. When they have decided to admit Negro students you will doubtless read press releases to that effect. I must tell you that I doubt that this will be in time for you to pursue your current plans. It will interest you to know that my recommendation to our Board has been that when a desegregation program is instituted that the first Negro students to be admitted be graduate teachers. I suggest th meantime you should apply to the University of Texas which does have the program you wish to pursue, where the racial obstacle has been removed, and where there is not the high tuition which this privately supported institution must charge.
