Description A letter in which J. Y. Powell thanks Mayor Oscar F. Holcombe for arranging the meeting with the city council but states that he cannot attend due to work engagements. Mr. J. Y. Powell informs the mayor that Dr. J. W. Slaughter is capable of representing him at the meeting since he is the Vice-President of the Advisory Committee.
