From Washington *lue Sheet in August 1974 Do It NpWi The Kathlas Rape Bill has attached, as an amendment to Kennedy's 1974 Health Services Act, S, 3280, The National Center far Control and Prevention of Rape that the bill would' createdwlthin the National Institute or Mental Health would conduct a continuing study and investigation of amongst other things, the effectiveness of existing Federal, State and local laws dealing with rape, the treatment of rape victims, the causes of rape, and the effectiveness of existing public and private counseling programs designed to prevent and control rape. Non-profit organizations would be eligible far funding under Part C., Sec, 281 "far the purpose of conducting research and demonstration projects concerning the control and prevention of rape," Pros Alice Shrader, 926-5809, ar weekdays 523-2521i The Kennedy Act has passed both the Senate and the House.
