Transcript VI. STATE COUNCIL: The State Council shall serve to implement policy set at the State Convention and facilitate action between conventions: 1) The State Council shall meet at least once every six months at the call of the State Coordinator, or no less than twenty percent (20#) of the elected delegates to the council. Members of the council shall be notified of the time, place, and date of the meetings at least three (3) weeks In advance; 2) A quorum of the State Council shall consist of a majority of chapter delegates, convening chapters, and groups. Meetings of the council shall be open to all NOW members; 3) The state officers shall be voting members of the council, except the State Coordinator who will vote only In case of a tie; 4) The State NOW Council shall function according to the following guidelines: a) The Council shall not duplicate the functions of the chapters; b) The Council may recommend, but all program action is taken by the chapters; c) Chapter policy is made within the chapters; d) The State NOW Council shall serve the chapters. VII. STATE OFFICERS: 1)Election: The state officers shall be elected at the State Convention to serve between conventions. They may serve no more than two consecutive terms. They shall be elected as a result of self nominations. They shall be elected by a majority of duly registered attendees present and voting, and they shall take office at the end of the State Convention during which they were elected. 2) Duties oX _he Officers: a) The State Coordinator shall be the titular head of Texas State NOW; shall preside at the State Convention, and call and preside at meetings of the State Council; shall be the official spokesperson for the Texas chapters and members in circumstances not inconsistent with national NOW and chapter guidelines. The State Coordinator shall serve as the offical state contact person and liaison between Texas State NOW and Regional and National officers of NOW; shall assist the Regional Director in the formation of new chapters; shall keep track of the status of chapters and members in the state of Texas; and shall facilitate the exchange of information through the publication of a state newsletter. b) The State Treasurer: shall receive and disburse all funds held in common by the chapters and members of the Texas State NOW; shall prepare an annual budget of such funds to be approved by the State Council and voted upon at the State Convention; shall issue annual financial statements in cooperation with the State Fund Raiser to the membership and interim financial statements to the State Council at its regular meetings; and shall submit records for audit on an annual basis. c) The State Fund Raiser shall work with the State Treasurer on projected state budget; shall work with individual chapters, convening chapters and groups to assist in local and statewide fund raising; shall develop statewide resources for funding from individuals, business and industry; shall coordinate with HOWLDEF at state level for chapter and state projects.
