DescriptionWilbur L. Meier, Jr. was born in Elgin and raised in Temple, Texas. He earned his bachelor's, master's and doctoral degrees in engineering from the University of Texas, and taught industrial engineering at Texas A&M University. He became the chairman of the Industrial Engineering Department at Iowa State University. From there, he was named head of the School of Industrial Engineering at Purdue University. He then served as Penn State's engineering dean until December 1986, when University of Houston regents appointed him as UH System chancellor. Meier's initial focus at UH was on the Texas Legislature, which was expected to consider the structure and funding of higher education in Texas. He was considered to be brilliant in attracting research dollars, a key goal of UH. While at UH Meier was responsible for winning approval from the Coordinating Board for building the addition to the Houston Science Center that would house the programs of the Texas Center for Superconductivity. The addition was the only new building the Coordinating Board approved for any campus in the state during an 18-month period because of the state's financial situation. To get the science building addition approved, Meier sacrificed the construction of a UH System building that already had been given approval by the Legislature.
