DescriptionThis film follows filmmaker James Blue as he interviews residents of the 4th ward, Houston Downtown businessmen, and the Houston City Mayor Fred Hoffheinz about the factors that have led to the slow decline of the 4th ward. The filmmaker conclude that all three interested parties, the residents, big business, and local government, have different reasons to let conditions stay as they are, which have led to a slow death of the 4th ward. A second section of the film, shot a few years later, follow the efforts of the residents of Allan Parkway Village to keep the Housing Authority of Houston from tearing down and redeveloping a housing project at the edge of the 4th ward. The film shows the difficulty in mounting an opposition to the Housing Authority in the housing project, now that the area has a large Vietnamese population. Language barriers between the African-American community and the Vietnamese community confound an effort to get ACLU lawyers to take up the cause of the Allen Parkway Village residents.
