Perales as Director General of the League of Loyal Americans, dated November 24, 1947, to Watson Miller, Commissioner of Immigration in El Paso. In light of a labor conference being held between the United States and Mexico, Perales discusses the availability of workers, but not for the wage of "twenty-five or thirty-five cents per hour due to the high cost of living." He argues agricultural workers should be paid "a minimum of sixty cents per hour in order to subsist."
